Title:

Threshold and caps to be applied in 2023 in terms of income constituting a basis for social security premium.


In Article 82 of the Social Insurance and General Health Insurance Law, there is a regulation on how to determine the lower and upper limits of the income on which SSI premiums will be paid. Accordingly, the lower limit of the daily earnings based on the calculation of the SSI premium was calculated as one-thirtieth of the minimum wage (daily minimum wage), and the upper limit was calculated as 6.5 times the lower limit of the daily earnings.

With Article 8 of the Law No. 6761, the phrase "6.5" in the above-mentioned provision of the Social Insurance and General Health Insurance Law has been changed to "7.5", effective as of January 1, 2017. Accordingly, the upper limit of the earnings subject to SSI premium (SSI cap) is calculated as 7.5 times the minimum wage amount valid in the relevant period as of January 1, 2017.

The net minimum wage to be applied in 2023 was announced by President Recep Tayyip Erdoğan. The monthly gross minimum wage valid in 2023 has been announced as 10,008.00 TL on the website of the Ministry of Labor and Social Security (MoLSS).

As of the date of our circular, the Commission Decision has not been published in the Official Gazette. Considering the statements made by the President on the subject and the gross minimum wage amount on the website of the MoLSS; The lower and upper limits of daily and monthly earnings based on social security premium, unemployment insurance premium and social security support premium to be applied in 2023 have been calculated by us as follows in order to provide general information:
